Dr. Noor Z. Razzaq
Founder, President, and CEO. Non-resident fellow, Modern War Institute and Princeton ESOC.
Dr. Noor Z. Razzaq is the Founder, President, and CEO of the Institute for American Policy and Standards Innovation (APSI), a U.S. Air Force and law-enforcement veteran, and a former university professor and National Defense University division chief with nearly three decades of experience across government, defense, higher education, and homeland security. At APSI, he leads training and advisory work across C-sUAS, cognitive warfare strategy, OSINT, cyber forensics, cybersecurity, homeland defense and security education, and emerging-threat readiness across the defense enterprise, including all domains of warfare, and across homeland defense, security, and critical-infrastructure sectors.
Jason Bishop
Associate Faculty. 18-year U.S. Army Special Forces veteran and FAA Part 107 remote pilot. Counter-UAS planning, detection, and mitigation.
Retired Green Beret Jason Bishop is Associate Faculty at APSI, an 18-year U.S. Army Special Forces veteran, and an FAA Part 107 remote pilot with nearly 25 years of combined military and civilian experience. Primarily associated with the 10th Special Forces Group, he has planned and led complex operations across multiple continents and brings deep expertise in operational planning, security analysis, project management, interagency coordination, force protection, threat mitigation, and high-performing team leadership. At APSI, he teaches and advises on C-sUAS planning, detection, mitigation, and the integration of unmanned-aircraft considerations into security operations.
Dr. Maurice E. Dawson
Associate Faculty. Cybersecurity scholar and seven-time Fulbright recipient. Associate Professor and Director, Center for Cyber Security and Forensics Education, Illinois Tech.
Dr. Maurice E. Dawson is a dual-doctorate cybersecurity scholar, engineer, educator, and practitioner who serves as Associate Faculty at APSI, Associate Professor of Information Technology and Management at Illinois Institute of Technology, and Director of the Center for Cyber Security and Forensics Education. A seven-time Fulbright recipient, he holds both a Ph.D. and a Doctor of Computer Science, as well as a postdoctoral diploma in cyber warfare. He has written or edited four books and contributed to more than 200 publications addressing cyber defense, secure artificial intelligence, critical-infrastructure protection, digital crime, cyber warfare, hyperconnectivity, and global security education.
Stephan Masson
Associate Faculty. Former Special Forces Operational Detachment Commander and FAA Part 107 remote pilot. Counter-drone training and assessment.
Retired Green Beret Stephan Masson is Associate Faculty at APSI, a former U.S. Army Special Forces Operational Detachment Commander, and an FAA Part 107 remote pilot with more than 30 years of combined military and civilian security experience. He specializes in C-sUAS and counter-drone training, vulnerability assessment, physical and technical security, operational planning, security analysis, project management, and practical risk mitigation.
Jessica Stutzman
Associate Faculty and Consultant. OSINT expert with more than 16 years across the Intelligence Community. Chair, OSINT Program, IACIS.
Jessica Stutzman is Associate Faculty and Consultant at APSI, an Army veteran, and an Open-Source Intelligence executive with more than 16 years of experience across the Intelligence Community. Her career includes roles as OSINT Project Manager at BAE Systems, Senior Programme Manager and OSINT Expert for UNOPS, Open-Source Investigations Expert for UNITAD Iraq, OSINT Capabilities Manager at Accenture Federal Services, Director of Risk Intelligence at RIIG, OSINT Program Manager at A1C Partners, and OSINT Instructor and SME for Nakupuna Companies. Her expertise spans OSINT, HUMINT, SIGINT, Arabic language and culture, cyber forensics, risk intelligence, investigative intelligence, and program development.
