Dr. Noor Razzaq currently serves as Chief Consultant and CEO for the Institute for American Policy and Standards Innovation (IAPSI) and is currently a non-resident fellow with the Irregular Warfare Initiative, a joint venture between West Point's Modern War Institute (MWI) and Princeton's Empirical Studies of Conflict Project (ESOC). Dr. Razzaq has served as a university professor, advisor, and practitioner with nearly 25 years of experience across the spectrum of government (SLTT/federal) and higher education. He served as Chief, Faculty and Staff Development Division at the Joint Forces Staff College, National Defense University; Special Deputy U.S. Marshal; SWAT team leader and operator; investigator; training director; instructor; and interrogator. He also served in the U.S. Air Force. Recently, he wrote an extended chapter in the first-ever comprehensive textbook on Culture in Homeland Security in cooperation with colleagues at Penn State and the Center of European Security Studies (CEUSS) in Vienna. He also serves on the Board and as SME for Homeland Security and Cognitive Warfare Strategy at C2SAFE, Illinois Tech’s National Security Agency (NSA) Center of Cybersecurity Excellence. Dr. Razzaq’s scholarly pursuits include justice, cross-cultural psychology, and irregular warfare to include counter-UAS (C-sUAS) planning, information operations, and the intersection between neuroscience in practice and security policy.
